The hydrolic clutch on my 99 Saturn has a very firm bite unlike
my preveous car. I have to release it very slowly in first gear
or the car will bounce. Even in second or third gear I get a kick
or bounce if I release it too quickly. I'd like to know if there are
any adjustments that could be made that would make it work

99 car should be covered by the Saturn warranty. Fight for them to do it.

Barring that, check the autolibrary link I have below or a service manual.
