Had a 1988 Chevy wagon once. Had the same problem ( headliner flapping). For a temporary fix, I either cut some thin flat pieces of wood, or got some flat trim a little longer than the width of the top of the car inside and pushed the strips up in the concave top at intervals to hold the headliner material. I think it may have been 3/4" woodgrain trim like you might use on alaminated teble or counter top, very thin and flexible. Actually it did not look too bad, and was unnoticable to anyone seeing it from the outside at a distance. It stayed this way until I had the headliner replaced. If you try this, don't be stingy with the strips. They need to be close enough together to keep the material held up and not to sag too much between the strips. You can "adjust" the sags by pulling on the end of the material a little at front and rear.
