1995 Taurus Wagon - Declining Fuel milage

I own a 1995 Taurus Wagon with a 3.8 engine and 101,000 miles on it! I am experiencing 9 to 14 miles per gallon and can get no better!
Timing has been set at the local Ford Dealership, scanned two times and no codes present, purrs like a kitten! I have tried ethanol, changed the fuel filter and just cannot attain better mileage! I did take out the fuel "resorvoir" under the left front fender, but hooked it all back as it was! No one can help me here, so PLEASE steer me to the problem...when I purchased this vehicle a year ago, for a month it attained 17-22mpg, but has gradually fell to the 9-14mpg range!

Check my post "The Basics" below. When was the last time it had a tune up? Alignment? Tires inflated to the right pressure? Loaded unnecessarily? Driving habits?
