Vacuum problem.

Check for split vacuum lines under the hood and to the vacuum reservoir (looks like a softball on many GM's).

it could be a number of things from a leaking control switch to bad vacum resorvoir, bad vacum line, bad check valve that goes inline on the vacum line. i would start by checking the vacum lines for leaks and the vacum resoirver if they check ok i would change the inline check valve.
assuming that this is a lumina car i believe the vacum line runs along the left fender down by battery to underneath the battery tray to a vacum resoirver and has a t fitting and check valve in the line between the fender and the mastercylinder check this line all the way from engine to resoiver and to where it enters fire wall or wiring harness loom for broken or cracked vacum lines if it is ok it will likely be the check valve that is bad.
