car surging

i have an 89 chevy barretta with a 4cyl. 2.3 litre engine. i have noticed for a while( about 2 months) now that it is a little hesitant on acceleration. its fine until you reach about 30 mph then the hesitation begins. in the past week or so i have now noticed that surging has started around 30 - 35 mph. it doesn't do it all the time just once in a while. i watched the rpm guage and it was surging from 1500 - 1800 rpm's. this surging goes on until the speed is either increased or decreased. i drive the car everyday it has happened about 3 or 4 times in the last week so it doesn't happen quite that often. although the hesitation is there all the time. i also have noticed at startup when the engine is cold, that the idle is a little rough for a few minutes, i don't know if this is related or not. thanks for the help, sorry for the long post.
