poor fuel milage

I've got a 90 grand prix with the 3.1 engine and I am getting realllllllllly bad fuel milage. Right now i'm getting about 280 km's out of a 65 litre tank ( 175 miles 14 gallons). I've changed the plugs, ran a good injector cleaner through it, changed the air filter, and cleaned the iac valve/motor and air intake. Any ideas what I should try next would be welcome. P.S. the engine has 280000km on it (175000 miles)

Could be anything....

1) Mechanical condition of the engine?
2) Any trouble codes?
3) Tires inflated to the right pressures?
4) Driving habits?
5) What was the original estimates to the EPA by GM? (check the EPA's website for what the values were).

etc, etc, etc.
