rack @ pinion

hello my son has a 1991 1.8 geo prism.his rack @ pinion (rubber boot) has split in half.does this hold grease or is it more like a cover to keep water out of? i've never taken one off and have looked in my chilton book and it doesn't look to bad to take off but i was curious exactly what this boot does. thanks guys.

Covers the inner workings of the rack from dirt and junk. Replace it.
