Ford Explorer not turning over

I have a 97 Ford Explorer Sport that is not turning over. When I turn the key it tries to turn over followed by several clicks. The lights, windows, and radio all work however I do lose the time on the clock and programmed radio stations. It will start if I have it jump started. Could this be a bad battery, or the starter? I have tried cleaning and tightning the terminals.

Sounds like a bad battery or poor connections. If the battery is the original, it's time for a new one at this stage.
