Transaxle on 1993 Olds. Ciera

I have a 93 Ciera with a V-6 and Automatic. The problem is driving slow such as a parking lot or in town traffic the car lugs as if in too high a gear. Make a complete stop and it shifts up fine till it again lugs. A mechanic told me to unplug the plug on the transaxle on the right hand side as you look at it, if that eliminates the problem then the torque lockup valve is bad. I did as he said and that corrected the problem being the transaxle never shifts into overdrive. I pulled the side cover off and traced the wiring to what looks like a presure switch and a solenoid valve. Is the solenoid valve the lockup valve that needs to be replaced?

Yes, the torque converter clutch solenoid is bad. Classic symptom.
