Have someone bang on the hood cable as you pull on it. It should pop up.

If not, find wher the cable has frayed and using a pair of pliers, pull the metal inner wire (while someone bangs on the hood). Replace the cable with a new GM part.

If not, you have to go underneath and pull it loose at the latch in the front. Might involve taking off the grille on some models.
