I have a 1992 Ford Explorer, 4X4, with rear ABS. Replaced front rotors, pads and flex lines. Rear - turned drums, new shoes and wheel cylinders. Bled system 3 times.

On normal to hard stopping, everything is fine. On panic stop, it doesn't seem to be grabbing fully - seems like it lets up a little. Wheels don't lock up and it seems to stop in probably about the same distance, maybe a little more, than it would if brakes did grab fully and lock up. I'm really not thrilled if this is normal for rear ABS on this vehicle......any suggestions??

Did you replace all the hardware in the rear? Cheap insurance.

May need to check to see if the dump valve is operating correctly.
