I am a first time writer so please excuse my ignorence about how this works. My question is; I own a 1993 Mazda Protege DX and when I turn either left or right there is a popping noise. So I beleive that it is the CV joints. Is this a project that an average mechanic should take on?

That is correct. Popping when turning on a front wheel drive car is typically bad CV joints.
Replace the whole axle with a rebuilt one from the parts store. Most cost effective way/easiest install.
