Heater in 91 Olds 98

Our 1991 olds 98 has no heat and the heater fan won't work. The climate control is all the way up to 90 degrees but very little heat comes out when the fan does work. The fan worked all summer on the a.c. but now it comes and goes on the heater. We replaced the control unit on the dash but it didn't help. We replaced the water pump last summer and drained the radiator and had the battery disconnected and I'm not sure if that had anything to do with heater or not. I won't know if there is a relay switch somewhere that controls fan and heat temp settings? Any iinput into where to start would help. Thanks

start by getting the fan to work check for power to blower motor with a test light, unplug the blower motor connector and make sure its not melted, if no power to motor check fuses first.
