96 Honda Accord Won't Start

I have a 96 Honda Accord LX that will not start. It makes a "clicking" noise and will not turn over. We have replaced the battery, cables, and post terminals. Sometimes it works fine for several days in a row, others you have to try several hundred times. Could it be the starter? If we jumper the starter it spins like new, or it sometimes sounds like it's dragging when you spin it? Any ideas???? Thank You

Sounds like a wiped starter. Next time it happens, tap on the starter body with a hammer. If it starts, the starter is wiped. Replace it with a Honda reman unit.
