No Heat in Chevrolet Beretta

Son states his floor board sometimes has water or ice depending on outside temp. Heater is very poor, could this be heater core or what. How easy is it to fix, how expensive to have fixed and are their any alternatives. It is a 1994 Chevrolet Beratta Z26 with a 6 cylinder, also the A/C does not work (Blow out) well. Did have freon installed this past summer but never has the blower worked well.Thanks in advance for your help.

Bad heater core if you are getting fluid on the carpet like that. Fairly hard to do on this model---check autolibrary.org in my signature file below for some R&R help.
