lock cylinder removal

I just bought an 84 Mercedes 300TD. The key will not move at all in the lock cylinder. The lock is dash mounted. The repair manual says that the key needs to be in the "1" position to remove the lock cyllinder. It is stuck in the "0" position. A technician on the Mercedes helpline said that it will have to be drilled out. Carbon-tipped drill bits had no effect on the lock cylinder. Can anyone suggest another way to get the lock cylinder out? Can I remove the dash and and pry it out backwards?

Please do not start multiple posts on the same vehicle. Continuity is lost when you do this If drill bits have no effect on this, I suggest you have a locksmith handle this for you. It will be cheaper and more effective and less aggravating in the long run.
