99 Tacoma 4x4 squealing like a pig

I have a 99 Toyota Tacoma 4 x 4 with a 4cyl engine manual 5 speed transmission. 61,000 miles, just had 60,000 service and belts replaced. Problem is I am hearing an intermittent squeal when I take my foot off the accelerator or depress the clutch. This only happens when moving and usually around 45 miles per hour. It usually dissappears when I hit the accelerator or am moving fast. New belts seem to be tight. and this cannot be replicated when the car is not moving. Thanks for any input.

What brand of belts were used? Some are of very poor quality.

Is the belt tensioner/s(if any) in good shape. You might just need to have the belts re-tensioned as they are now considered broken in. On my car it doesnt take but a teeny bit, tension wise, between it squeeling and running quiet.
