Unhappy hard to turn

BUT, WHEN THE WEATHER STARTS GETTING COOL AND THEN COLDER, MY STEERING WHEEL IS LIKE REALLY REALLY HARD TO TURN, BUT AFTER I LET MY CAR WARM UP FOR ABOUT 5 MINUTES IT TURNS JUST FINE. IT'S LIKE THE POWER STEERING IS FROZEN AND IT HAS TO THAW. ANY IDEAS WHY? THANKS BUNCHES........

most likely a sticking valve in the rack and pinion, might try flushing the p/s system and changing the fluid they may also be an additive that may help the problem, if the problem still occurs probably have to replace the rack and pinion.

Bad rack as noted by BeJay. Common on GM cars of this era.

If the P/S fluid is very dark or "greenish" the seals in the rack are wiped and you're in need of a new one.

Called "morning sickness" by some technicians. In fact, GM was very highly chastised for this problem as far back as the 1980 X body car debacle.
