Question Noise when turning the wheel.

Can anyone tell me what may be causing my car to make a strange sort of squelling noise as soon as I turn the wheel in either direction? I first noticed it as a kind of hum form inside and thought the car just wasn't warmed up yet but now I opened the door and can hear it from the outside. It has been unusually cold and I was wondering if that could be why or is something else going on???

You must read the top of the page which says "Read here before posting" and post the required information.

Then we would have a chance at helping out.

"My Car" does not give the people on this forum much to go on.
So I will also venture a guess, Belt, rack and pinion, P/S pump, no fluid or low fluid.
