Inaccurate speedometer/odometer

Hi--
I'm buying a '91 Pontiac Trans Sport with 104,000 miles.
Thing is, while test driving it on the freeway and keeping
up with traffic I estimate was going 60mph, the speedometer
registed 45mph. Seller (who owned the van for 2 months)
acknowledged it didn't work right. I clocked it for 60 seconds
at that speed at the trip gauge registed 7/10s of a mile.

What would it take to set things right? A new cable?
And am I correct in assuming that if the speedometer
registers low, so does the odometer?

Pass on this vehicle. These are butt ugly, terrible and problem ridden. Not one of the General's better efforts. This one sounds tired at 104k as well.

I wouldn't drive a "Dustbuster" minivan (what it looks like) unless someone gave it to me.

There may be more hidden by that inaccurate speedometer than is revealed in my belief.

yes the odometer will be off also, i suspect that something has been changed from the original equipment to throw the speedometer off, is the tire size correct for the vehicle?
has the transmission been replaced?
your better off taking it to a shop which has a dyno and capable of reading actual speed to correct the problem usually done by changing the selective plastic gear which either drives a speedometer cable or vehicle speed sensor.
