1998countour 2 L timing problem

I put a new timing belt and a new idler pully in my 1998 2L countour and I cantseem to get it timed right even though I went by the manual. My question is Why is the front cam shaft sprocket spring loaded and does it make any difference when I time the engein (different than timing a 2L w/o the spring loaded gear?) Thanks for the help!

What manual did you use? Check autolibrary.org below.

yes it makes a difference follow your manual closely the cam gear is spring loaded because it is equiped with variable cam timing you can read a little about it at the below link, but i would suggest using a factory manual for installing this belt correctly.
