Car won't start when cold and wet

I have a 1993 Isuzu Rodeo that will not start when it is WET and cold. It starts in WET weather when it is warm outside and in cold weather weather when when there is no rain, snow, or high humidity. It is only the combination of WET and cold that seems to cause the problem. I can crank on it and occasionally the engine will jump like it wants to turn over but ultimately it will not start. It has been doing this for the last two winters. Any suggestions on what might be causing the problem would be appreciated.

How long since a good tune-up? Sounds like condensation is getting to plug wires or ignition system under the hood.

The ignition module checked out fine and I plan on changing plugs and wires this weekend. I'll let you know how it tuns out. Thanks!
