90 chevy van 4,3 280,000 rebuilt motor, trans, rear end. wheels iwearingon inside . can i move a sjim or 2 . i believe upper and lower ball joints gone. not sure

Get the ball joints checked pronto. Dropping a ball joint is real nasty. No you cannot R&R shims. You need an alignment shop to properly take care of that. Money spent on that will be saved in tires. That many miles, I would check all other front end components also.

I agree with Darrell. Have the front end checked for worn parts. Make sure you're not overloading the vehicle and that you inflate the tires properly.

Have it fixed correctly. Your safety (or mine if you crash into me) could be stake.
