Don't know what your definition of cost efficient is. 100 bucks, 800 bucks or 1500 bucks.
For a real noticeable difference in HP, I know of no cost efficient/cheap way. Lots of extra HP can get into your pocket fast.

The 305 LG4 is a collosal pig of an engine and doing anything to soup it up is futile, the average four cylinder import with anything under the hood will waste it like its standing still.

Swapping in a TPI 350 from an F body car is probably the best bet, but your budget has to be pretty big.

Leave the 305 alone as is. Save the money for a better engine if you feel the need to upgrade. You'll also have to upgrade the suspension, cooling system and brakes as well.
