Rusty Fuel Filter

I have a 1992 Hyundai Excel GL. The car is doing a lot of "bucking", and stalling. Ihave been told it is most likely the fuel flter since its been LONG time since it has been changed. The problem is the bolt is rusted an I can't seem to unloosen it. Any helpful hints? If I was to get the bolt undone is it diffucult to change the filter on your own? Thanks!

You may have to break the bolt and then pick up a new one at the Hyundai dealer. Be sure to get the copper washers too.
