I've been given a VW polo Genesis 1.3 1993 registration.

The car seems to run very immaculate condition, but the oil cap has small amount of mustard looking sludge. Upon further inspection looking into oil chamber there is thick coat of that sludge across ceiling of that chamber???

When running the car hits about half way on the temp gauge??

Is this a head gasket problem, im a novice and am just starting to learn about cars?

The Polo does not come to the U.S.---I suggest you pick up a repair manual for it.

Sounds like a blown head gasket. If the oil looks like a brown milkshake, you have a blown gasket.
