Ford econoline van oil pressure quirk

My brother-in-law has an econoline conversion van that has strange oil pressure behavior. When cruising at 55-60, the oil pressure is steady and in the normal operating range. But when he is stressing the engine for extended periods (passing, a/c on, faster speeds), the oil pressure repeatedly surges high and low.

As far as I know, the oil level is normal and has been changed within a thousand miles. I believe is it a 1999 model with about 70k miles. Any ideas what to look for?

Possibly a bad gauge sender. Shouldn't be more than a couple of bucks at any parts store.
