Question '95 Mercury Tracer trouble code

My car is a 1995 Tracer with 1.9L and manual trans. The car has an intermittent rough idle. Makes no difference whether all the accessories are on or not. It may happen more often when cold though. No miss or hesitation while underway. The air filter is clean, the throttle body is clean, the plugs have a few thousand miles on them, and I just replaced the plug wires . There aren't any apparent vacuum leaks that I can locate. Using my Haynes manual and a jumper wire to the EEC test connector I retrieved a 411 code with the engine idling which interprets as "RPM out of specified range during self test low rpm check". My manual doesn't elaborate on what could be causing this condition but I am tempted to go ahead and replace the idle air control valve. Would that be a reasonable conclusion? What do you suggest? Thanks in advance.

Use the autolibrary link below to TEST the IAC before damning it as bad .

Try 1995 Escort. In lieu of that $25 alldata.com subscription or a good service manual will work.
