over heating 99 olds alero

I have a 1999 Oldsmobile Alero 3.4L V6 with 90,000.
The car keeps geeting hot and water is boiling over the overflow and thus over heating. I have removed and tested the thermostat and it operates perfectly. I have tested the water pump and it appears to be working fine. What I have noticed is that the two electric fans turn on when the car heats up and after they cool the car down and shut off they do not seem to turn back on. Is there a special thermostat switch for these fans that is possibly not working properly, and if so where would it be located. Thank you in advance for any information on this problem.

I dont understand your "test procedure", if you went to all the trouble to remove the stat, then you should have replaced it with a new OEM thermostat and gasket. This could be your problem.

When's the last time the vehicle saw any cooling system maintenance?

I agree with Darrell.
