2nd failed emissions

my 99 honda civic just failed emissions (CO=16). last year it also failed and my mechanic changed the oxygen sensor and then it passed (or so he said!). actually, it was still backfiring occasionally after the oxygen sensor was changed, so i'm not sure the problem was really taken care of. this time around a different mechanic said i should have a fuel injection servicing and change the plugs and fuel filter to take care of the problem. but my CO emissions are really high and i have a feeling that won't fix it. any ideas what might be going on here? Thanks for any help!

Please post all of the readings from the test as well as the limits. They work in concert with each other.

When was the last time this vehicle saw a tune up? Backfiring could be a slipped timing belt. Has it ever been changed? Mileage on the vehicle? Check engine light on? Any codes stored (Have Autozone pull them and post here what they find)?
