Could someone tell me how to adjust a TPS on a 1998 ford expedition 5.4L 4x4, automatic tranny

You would need the voltage spec from the service manual or Alldata.com to know what to adjust it to. You'll also need a DVOM or scanner to check the voltage.

What is the actual problem? Not all TPS are adjustable.

You want your TPS voltage below 1.0 volt. ~0.9-0.95 volts should be fine. Like Joe said, use a Digitial meter, loosen one of the retaining bolts and swivel the sensor until you reach your desired voltage level.
