92 Integra seatbelt stuck forward track
Searched all groups for this and found nothing. This 92 Integra has 250k on body and 150 on engine. In 8/2001 the local Acura dealer replaced a sensor "no charge" to get the seat belt to return back (on the track) and strap driver in. It had been stuck forward. When I called them to notify that it was again stuck forward they said it is $90.hr and 2hr expected time to fix. They said that the first time was a courtesy job. "WHAT?". I questioned this and they replied that they would need to pull it apart to determine if it was an extended warranty issue. Does anyone know if this ("basic safety belt track mechanics - the internals including sensors - of which the owner cannot access") is the responsibility of Acura to maintain for the full life of car? He also told me to check for a blown fuse.... which I will do today-but nothing else on the car is un-operational.

Nope, they did you a favor, unless there was a recall of it by Acura.
Automatic seat belts aren't worth beans and there are usually problems with the plastic gear that moves them about (it strips), the door jamb switch (tells the mechanism the door is actually closed) or the motor ($$$ and involved to change in most cars).
Try working the pin switch with WD40 and see if that makes it work. If so, dirty/bad switch.
