I have a '95 Ford Crown Victoria that has just develpoed a new problem. The lock switch (electric locks) only locks the doors and does not unlock (The switches on the drivers/passenger side do the same thing). It wouldn't be a big problem, but this is a former police interceptor and the back doors don't open from the inside, and now they can't open at all. Help!

Hard telling how those locks have been configured. Simple and first thing I would do is check fuses/relays and see what you find.
There may be an interlock with gear selector. Will they unlock in park with ignitioin off?

Fords ALWAYS open from the inside door handle. It was probably configured differently for a cop car so perps couldn't just attempt to get out. So they probably have a different latch/lock setup for the police cars or modified it in some way.

You could have a bad door switch. Try swapping the L and R if they are the same.
