Speedometer problem on 93 Thunberbird

I have a 93 Tbird with about 110,000 miles, 3.8 v6, automatic tranny, etc. The newest problem I am having is with the speedometer. Most of this week, as I accelerated it would move to about 22 mph and stop as I continued to accelerate and then set my cruise. Today, I noticed it doing the same until I hit about 1750 rpm and then it would jump loose and reflect the actual speed. It acts almost like it gets stuck at 22 mph and then something finally kicks it loose. Haven't done anything with it yet as I don't know if it is a cable problem or if the actual instrument is going bad. Odometer works fine. Any ideas or suggestions would be greatly appreciated.

Thanks!

Sounds like the speedometer head is going bad...odometer working indicates the cable is OK.
