Paint Specs on Car

My neighbor was spray painting a rail and paint drifted onto my car. The car feels like sandpaper when you rub you hand over it from little specs of paint. What can I use to talk it off? I have tried a Turtlewax product called Bug and Tar remover. It claims to remove paint also but did not completely do the job.
Any suggestions.

Thanks

There is a product called clay-magic. It works excellent for cleaning paint without being abrasive. Also great for removing oxidation prior to waxing.

You did not state the yr and make ? If it's modern urethane you could use lacquer thinners.

Yes, the clay magic will do wonders for removing over-spray.
Used it several times.
