ford 4wd engagement

I have a 1997 ford explorer, xlt, 4.0 SOHC, NOT full time 4wd. During cold weather, (usually below freezing) my 4 wheel drive will not engage when selecting it from the dash switch. While vehicle is running, whether being driven or sitting, the "4wd" and "4wd low" lights on the dash will come on together at the same time and flash together. this will happen at any time, and will flash for about 20 seconds and stop. they will come on again shortly and flash and stop. this happens regularly. I have had the transmission flushed, transfer case fluid changed, frt and rr differential fluids changed also. i am unable to use the 4WD function when this is happening. sometimes if i shut vehicle off and restart, it may clear up, but not that often.
the vehicle has 88,000 miles on it, and runs pretty well,..other than this problem.i have checked all connections i can find.
Any suggestions would be appreciated.

You my have a lazy engagement motor. Think this is a common problem on these.
