1993 Honda Accord starting problems

I have a Honda that is difficult to start or just plain won't after certain repairs are made. The repairs involve disconnecting the battery. I know that the computer in my Mitsubishi goes crazy for quite awhile after such a repair and is apparently know for the problem but I'm told that the Honda doesn't.

Anyhow, if a car does react strangely after inerupting the electric supply, how can such problems be avoided? Both cars will eventually "re-learn" proper idling and starting but only after a long time.

Ive never seen or heard of any such thing on a Honda. Some cars do require a short time to "re-learn" their parameters. What is the history on this car and why was the battery disconnected? What were the repairs that were done? What was the initial problem? Codes?
