1993 Toyota Corolla Starting Problems

I have a 93 Toyota Corolla and it doesn't want to start every once in a while. I've replace the alternator and had it tested on the car. The battery is also holding a full charge. When I turn the key to start the car, sometimes nothing happens. No clicking, just a hesitation. Most of the time it starts after this long hesitation, and sometimes it doesn't. Could this be the starter? I replace the distributor cap and rotor 2 years ago. The plugs and air filter were replaced a year ago. It has 163,000 miles on it. Any help would be greatly appreciated.

Bad Starter, very common on this model. Replace it with a Toyota Reman, don't waste your time or money on anything else.
