heated/cooled car seats

I have an 03 Lincoln LS with cooled and heated seats. Question how do these work? Are they on a thermostat or timer? My seats are cooled for a time then go off and will not turn on again. If I turn off the engine and restart they will work again. Is this the correct scenario? Something is not right and my dealer is in a fog.
Thanks

I'm not sure on your car but on a Cadillac with heat/cool seats they don't do that they keep on cooling. Those seats have little electric heat pumps in them and reverse the polarity to put off heat.
