99 Ford Explorer Sport

I have a 99 Ford Explorer Sport with 73000 miles on it. My problem is the front end, passenger side. I hear this wierd noise while driving. At high speeds it gets a little louder. Don't get me wrong, it's like something you can hear down the block, it's something, that a person inside the car can hear. It's like the tire is rubbing on something. I took it to Ford and they said it was my wheel bearing but I couldn't fix it at the time (didn't have the funds). So when I did get the money, I went to a different Ford dealer (was out of state) and they told me everything seemed fine. What should I do? I don't even know what it is.

If it's making noises, everything is NOT fine. You can get a third opinion but I'd bet the first one was right. The second one was probably just lazy. (or stupid)

They do have problems with the front wheel bearings.
