Blinker problem

I have a 1997 Chevrolet silverrado pickup and have a problem with a blinker. her'e the soop:

The problem is with the right blinker (both the front and back), when the right blinker is switched on with headlights off, the radio dial and dashlights flash along with the front and rear right blinkers.

When the headlights are on, the right blinker both front and back do not work.

All bulbs have been replaced and all connections have been checked and cleaned.

Sounds like you could have a bad ground somewhere. Check all your body grounds especially the any small ground wires at the battery cable.
