1994 Honda Accord Ex Antenna Removal

My power antenna stays extended and does NOT lower into the trunk when the radio is turned off.

I failed to remove the antenna when I turned the base COUNTERCLOCKWISE.

How do I go about removing the antenna?

sounds like you have not used the proper tools. If a counterclockwise pry wrench would have been used, and a touch of K9P, it should have come right out. Something that helps me in this situation is the radio reset button under the left front fender above the tire. When depressed, the radio will reset its clockwise rotator mechanism whick should help the antenna work smoothly. Good luck...
