My electric windows will not roll up/down, unless the car has been in operation for an extended period of time.
When I initially start the car, the window rolls down about 1/4 in. after driving I can roll the window down more. To roll the window back up I have to wait until I drive for a extended period.
Could this be a fuse, battery, or another problem?

Assuming you vehicle charging system is OK, I'd pull the door panel and check available voltage at the connecter for the window motor.
Does this happen on ALL windows? If so, you'll need to get a wiring diagram and check for the component that is common to all the windows.
In the case of one window, it might be out of adjustment, but ALL windows suggests a different problem.
If I get a chance on break tomorrow, I'll check Mitchell OnDemand for you.
