Toyota Horn chirp

My son bought a used 2002 Toyota Rav4 that when you lock the doors with the remote the horn does not chirp. Is this the way it is supposed to be or can you program it so the horn chirps?

Do the parking lights blink when you push the remote? If so, then this may work. It's from the 2004 Solara manual.

With the driver's door open -
1. Insert the ignition key and remove it.
2. Within 5 seconds, insert the ignition key again and turn it to the ON position.
3. After 10 seconds press the same lock / unlock/ panic / or trunk switch on the remote twice within 10 seconds. Two beep sounds inform you that the program has been switched ON or OFF.
If this procedure is not followed exactly, the beep will not operate as expected.

There is no chirper.
