Problem with newly installed Power Steering Pump

Hi All,
A friend of mine just recently installed a new power steering pump in his 98 Jeep Wrangler. (4 Cyl.) It was replaced because it was leaking. Long story short, he didn't know he was suppose to bleed it and drove it with the new pump for about a week. (Manual steering only while he drove it). I had him bleed it which removed the whine but still only manual steering. I have a strong feeling that he fried the new pump but would like a second opinion before I have him try to exchange it.
Thanks for the help!

There's should be no bleeding required as long as it was full of oil all the time. The fluid will get aerated but should straighten out after sitting overnight. You may have a bad pump, assuming you didn't run it dry. That WILL fry it.
