97 Escort / Sleeve loose on Catalytic Converter

97 Escort / Sleeve loose on Catalytic Converter
Have a 97 Ford Escort with 60,000 miles, Auto/AC etc..Good shape.
Heard a clanging noise and found that on the Cat Conv, there are
two sleeves..One covers the end of the manifold pipe, the other
the end of the tail pipe where they connect into the C. C.
The sleeve on the tail pipe side has come loose and clangs around
on the tail pipe causing my noise problem.
My question is this... Can I just cut the sleeve off, or is this an omen
of things to come ( like the exhaust system slowly coming apart etc.. ) ??
If this could be a problem I would consider replacing what needs to
be done. We only drive the car 6-8,000 miles yearly and the car just
was inspected ( an emission inspection is required in our state as is
an annual safety inspection. )
So if anyone has the answer, please feel free to share...

Heat sheild
I think that sleeve you are talking about is a heat shield I would keep it on.Maybe a metal hose clamp to secure it or go get it welded wont cost much maybe 5 bucks if you go to a small muffler shop.
