Is there any way to fix it so one can operate the electric windows with the key off?
I have a 2002 Subaru Outback.

Doubtlessly you can direct-wire the window controls to the battery and bypass the ignition switch, but with enclosed wiring harnesses it is often difficult to identify specific wires and where they go. You would need to read the schematic for the window control system and determine which wire supplies the power for the windows, cut it free from the ignition switch and extend it to the battery, adding an in-line fuse for circuit protection.

There must be some way you can find this wire in the fuse box. I just don't have the electric wiring book for this vehicle?
