Should radiator fan run constant?

I have a 99 Pontiac Sunbird. I was having the car looked at by a former mechanic. He noticed the fan that helps cool the radiator when the car is not moving wasn't running. Does it run constant or is there a sensor that turns it on at a certain temperature?

Thanks for any help.

It should not run all the time, only when it hits a preset temperature usually 215/225 degrees.

one way

One way to test it is turn on the A/C a fan should go on.another way is to let it idle keep an eye on temp guage and it should go on but the A/C way is faster.
