Filling in Bumper Gouge
We have a gouge about 1 inch long by 1/4 inch wide by 1/4 inch deep on our rear plastic bumper. I have touch up paint that we were given when we bought the vehicle to paint the gouge.
Is there a meterial that I can put in the gouge to fill it in before painting? If so, are there any special instructions on using/smoothing out the material.

They make an epoxy for that type of repair,however you will not be able to use touch up paint if you use it.You have 2 choices that I can see #1 use your touch up paint and live with it that way or #2 apply the epoxy sand it and repaint the entire bumper or spot it in after the repair.Option #2 is best left tp a pro with the spray equipment and skill to blend the damage and paint to make it less or unnoticable.Sometimes if you don't have the skill the repair can look worse than the original damage.
