'90 geo prism overdrive

I have a problem with my prism's not shifting into overdrive,it appears that the engine is not reaching proper temperature and until it does it will not shift into overdrive.Had the thermastat changed no help.Engine takes a long time to heat up even in this heat wave we are having.Any one have an idea what to check next?

Perhaps it is up to temp but the coolant temp sensor is telling the pcm that the engine is still cold.
